Terrorist groups have made it their mission to kill, injure and oppress innocent victims. In the past week alone (March 19-26, 2016), so-called "Islamic" terrorists (ISIS) have carried out multiple bombing and suicide attacks that have resulted in mass murder and injuries. The attacks were carried out in Istanbul (Turkey), Brussels (Belgium), Aden (Yemen), and Iskandariya (Iraq). It is ironic that the majority of attacks of groups such as ISIS are in traditionally "Muslim" countries, which shows terrorists are not supporting Islam but their own perverse agenda.
Of course the clearest proof of their abandonment of God's religion of Submission (Islam in Arabic) is by observing that their actions go against the peaceful teachings of the Quran. God's system in the Quran is maximum freedom for all people, including the freedom of religion (Quran 2:256, 10:99, etc.). One cannot oppress, attack or kill innocent people because of religion (or for any other reason). It is God's law that life is sacred (Quran 6:151, 17:33, 25:68).
No Compulsion in Religion
[Quran 2:256] There shall be no compulsion in religion: the right way is now distinct from the wrong way. Anyone who denounces the devil and believes in GOD has grasped the strongest bond; one that never breaks. GOD is Hearer, Omniscient.
The Major Commandments
[Quran 6:151] Say, "Come let me tell you what your Lord has really prohibited for you: You shall not set up idols besides Him. You shall honor your parents. You shall not kill your children from fear of poverty―we provide for you and for them. You shall not commit gross sins, obvious or hidden. You shall not kill―GOD has made life sacred―except in the course of justice. These are His commandments to you, that you may understand."
In the Quran, all fighting is regulated by the basic rule in 60:8-9. Fighting is allowed strictly in self-defense, while aggression and oppression are strongly condemned throughout the Quran (2:190-193, 5:87, 7:33, 42:42, 50:24-25, 22:72, etc.).
Basic Law Regulating Relations With Unbelievers
[Quran 60:8-9] GOD does not enjoin you from befriending those who do not fight you because of religion, and do not evict you from your homes. You may befriend them and be equitable towards them. GOD loves the equitable. GOD enjoins you only from befriending those who fight you because of religion, evict you from your homes, and band together with others to banish you. You shall not befriend them. Those who befriend them are the transgressors.
Rules of War*
[Quran 2:190] You may fight in the cause of GOD against those who attack you, but do not aggress. GOD does not love the aggressors.

Thus those who kill or commit acts of aggression against innocent people using the name of God, are among the worst people. Not only are they disobeying God, but they are also repelling people from God's religion by setting a terrible example. Such people (no matter what they call themselves) are not "Muslims" (Submitters to God) because they are openly disobeying God.
[Quran 7:28] They commit a gross sin, then say, "We found our parents doing this, and GOD has commanded us to do it." Say, "GOD never advocates sin. Are you saying about GOD what you do not know?"
God teaches us in the Quran that He does not love the aggressors (Quran 2:190-193, 5:87). It's clear that fighting is permitted only in self-defense. Religion is not a reason to cause a fight with or hurt others. The murder of innocents and committing suicide bombing are both prohibited in Quran (4:29).
Grossness of Murder
[Quran 5:32] ... anyone who murders any person who had not committed murder or horrendous crimes, it shall be as if he murdered all the people. And anyone who spares a life it shall be as if he spared the lives of all the people. Our messengers went to them with clear proofs and revelations, but most of them, after all this, are still transgressing.
[Quran 17:33] You shall not kill any person―for GOD has made life sacred―except in the course of justice. If one is killed unjustly, then we give his heir authority to enforce justice. Thus, he shall not exceed the limits in avenging the murder, he will be helped.
To summarize, the religion of Islam (Submission) forbids murder and terrorism. The Quran teaches us there is absolute freedom of religion (2:256, 17:107, 18:29), and God makes it clear that life is sacred (6:151, 17:33, 25:68). The followers of God's laws are charitable, righteous and peaceful people (4:114).
[Quran 3:104] Let there be a community of you who invite to what is good, advocate righteousness, and forbid evil. These are the winners.
[Quran 4:114] ... those who advocate charity, or righteous works, or making peace among the people. Anyone who does this, in response to GOD's teachings, we will grant him a great recompense.
